دعا رئيس الجمهورية مجلس النواب للانعقاد في جلسة طارئة يوم الخميس الأول من أكتوبر عند الساعة العاشرة صباحًا، تفعيلاً لأحكام الدستور والقانون، في ظل استعدادات الأعضاء لحضور الجلسات المقررة.
مجلس الوزراء السعودي يرفض استخدام الممرات البحرية للأضرار بالدول ، دعوة إلى أعضاء المجلس للحضور إلى مقر البرلمان في تمام الساعة العاشرة صباحًا غدًا، وذلك للمشاركة في جلسة طارئة للمجلس.
يأتي عقد الجلسة الطارئة في إطار الإجراءات البرلمانية المتخذة لمناقشة الموضوعات المدرجة على جدول أعمال المجلس، على أن يتم إعلان التفاصيل الخاصة بأعمال الجلسة وفقًا لما تقرره هيئة المجلس. وبالأمس، نشرت الجريدة الرسمية، قرار رئيس الجمهورية، بدعوة مجلس النواب، للانعقاد يوم الخميس المقبل الموافق الأول من أكتوبر.
يأتي ذلك تفعيلا لما نص عليه الدستور والقانون في شأن دعوة مجلس النواب للانعقاد، وتنص المادة 115 من الدستور على: يدعو رئيس الجمهورية مجلس النواب للانعقاد للدور العادى السنوى قبل يوم الخميس الأول من شهر أكتوبر، فإذا لم تتم الدعوة، يجتمع المجلس بحكم الدستور في اليوم المذكور. ويستمر دور الانعقاد العادى لمدة تسعة أشهر على الأقل، ويفض رئيس الجمهورية دور الانعقاد بعد موافقة المجلس، ولا يجوز ذلك للمجلس قبل اعتماد الموازنة العامة للدولة.
كما نظمت المادة 274 من اللائحة الداخلية لـمجلس النواب ضوابط بدء دور الانعقاد، حيث تنص على: يدعو رئيس الجمهورية مجلس النواب للانعقاد للدور العادي السنوي قبل يوم الخميس الأول من شهر أكتوبر، فإذا لم تتم الدعوة، يجتمع المجلس بحكم الدستور في اليوم المذكور. ويستمر دور الانعقاد العادي لمدة تسعة أشهر على الأقل، ما لم يكن المجلس قد بدأ عمله في تاريخ لا يسمح بانقضاء المدة المشار إليها، ويفض رئيس الجمهورية دور الانعقاد بعد موافقة المجلس، ولا يجوز ذلك للمجلس قبل اعتماد الموازنة العامة للدولة.
ومن المقرر أن يشهد مقر مجلس النواب توافد الأعضاء قبل الموعد المحدد للجلسة، في ظل الدعوة الموجهة للحضور في تمام العاشرة صباحًا.
